Romney Calls Education ‘Civil Rights Issue of Our Era’ and Urges Shift
Lamenting that millions of American children receive “a third world education,” Mitt Romney on Wednesday called for poor and disabled students to be able to use federal funds to attend any public, private or online school they choose.

In an already feverish campaign contest with President Obama that has focused largely on the economy, Mr. Romney, the presumed Republican nominee, turned his attention to the issue of education.
It might have seemed an unlikely choice, given how insignificantly education has figured in recent presidential elections. But the campaign has long planned to flesh out Mr. Romney’s agenda and move beyond daily tit-for-tat criticism of the president.
Mr. Romney’s sudden emphasis on education is reminiscent of George W. Bush’s forceful embrace of the same issue in 2000, a pillar of his “compassionate conservatism” that was credited with softening his image with moderate voters in the general election.
Another hint of Mr. Romney’s political aims was his audience: a meeting in Washington of Hispanic voters, a constituency that polls consistently show cares deeply about education, and one that Mr. Romney must court as he tries to win critical states like Florida and Colorado.
Mr. Romney said that the failure of so many American schools with minority students “is the civil rights issue of our era,” echoing a mantra of the school choice movement. “It’s the great challenge of our time.”
The challenge for Mr. Romney is that many of the ideas he touched on — increasing the number of charter schools, holding teachers more accountable for student success — have already been adopted by the Obama administration, whose education policies have all but co-opted traditional Republican positions.
In response to Mr. Romney’s proposals, the Obama campaign released a compilation of Republican governors’ past praise for the president’s education policies, including comments from Gov. Chris Christie of New Jersey and Gov. Susana Martinez of New Mexico.
Mr. Romney told donors at a private gathering in Florida last month that he would reduce the size of the Education Department or fold it into another agency. But on Wednesday he gave no hint of the cuts he would make to education spending. He said he would consolidate $4 billion in current expenditures on teacher quality across 10 federal agencies, and send the money to states as block grants.
He also promised to break logjams that still hold up reforms by taking on teachers unions, which he called “the clearest example of a group that has lost its way.” He accused Mr. Obama of quavering before the unions because of their power within the Democratic Party. “President Obama has been unable to stand up to union bosses — and unwilling to stand up for our kids,” he said.
In fact, Mr. Obama has crossed teachers’ unions, notably in 2010 when he praised a mass firing of teachers in Rhode Island in a showdown over an administration policy to radically overhaul failing high-poverty schools.
In a policy paper released on Wednesday, the Romney campaign called for the elimination of such federal intervention.
James Kvaal, policy director for Mr. Obama’s campaign, accused Mr. Romney of wanting “to stop the clock on decades of reform by no longer insisting action be taken” to reform struggling schools.
In place of overhauling failing schools, which can include replacement of the staff or conversion to a charter school, Mr. Romney would substitute a “public report card,” one exposing a school’s failures so that parents, presumably, could steer clear. It is uncertain how that proposal differs from existing report cards now required under the No Child Left Behind law enacted under President Bush.
Mr. Romney’s biggest departure from existing policy was his call for poor students and those with disabilities to be able to attend any public school in their state — “or a private school where permitted by law” — and to have federal funds follow them, rather than the current system in which the money stays with a student’s local school.
The inclusion of private schools suggested that Mr. Romney favors voucher programs that use public dollars to pay private tuition, long a controversial idea but one that has lately been embraced by Republican lawmakers in Indiana and Louisiana.
“For too long, we’ve merely talked about the virtues of school choice without really doing something about it,” Mr. Romney said.
Chester E. Finn Jr., president of the Thomas B. Fordham Foundation, an education policy group, said Mr. Romney’s proposal would significantly shift how the two largest Education Department programs for kindergarten through 12th grade students — those for poor students and those with disabilities — are now run.
“It’s a fundamental structural change of focus away from districts and schools to focus on kids and families,” Mr. Finn, an education official under President Ronald Reagan, said. “It changes the allocation of power as well as money, from people running school systems to parents choosing schools.”
But apart from the symbolism, the shift might not lead to many students choosing better schools, since the federal government pays only about 10 percent of education costs for students. States and school districts, which provide the balance, have in many case already embraced the portability of financing when students choose a school beyond their neighborhood.
“Frankly, it catches up the federal policy to what is already state policy” in many places, Mr. Finn said.

HP to lay off 27,000, profit slides 31 percent
(Reuters) - Hewlett Packard Co plans to lay off roughly 27,000 employees or about 8 percent of its workforce over the next couple of years to jumpstart growth and save up to $3.5 billion annually, sending its shares 11 percent higher.
The company said the layoffs would be made mainly through early retirement and would generate annual savings of $3 billion to $3.5 billion as it exits fiscal year 2014, when the layoffs are expected to the completed.
The world's No. 1 personal computer maker, which employs more than 300,000 people globally, also said on Wednesday that it had a 31 percent decline in second-quarter profit and a 3 percent decline in revenue, compared with a year ago.
The results, however, were better than Wall Street expectations.
Layoffs "adversely impact people's lives, but in this case, they are absolutely critical to the long-term health of the company," Chief Executive Meg Whitman said.
"This is broad based," she said in an interview. "By design, it will touch all of HP."
Whitman said a third of the layoffs would be in the United States. The company will take a pretax charge of $1.7 billion in fiscal 2012 related to the layoffs.
Whitman plans to boost spending on research and development, especially in printing and PCs, with the savings from the cost cuts.
Sterne Agee analyst Shaw Wu said the quarter was surprisingly strong for HP, which had missed its own forecast most quarters in the last 18 months and prior to Whitman taking over as CEO.
"Everyone expected a miss, given what Dell said," Wu said. "It looks like HP is regaining its footing."
Dell shares on Wednesday plunged 17 percent following weaker than expected results and a disappointing revenue forecast spurred fears that global tech spending is weakening faster than anticipated.
HP itself has been trying to move past the internal upheaval that marked 2011, including the departure of two chief executives.
Whitman, a veteran Silicon Valley executive who took the top job last September, has been trying to turn the company around.
Whitman said both business leaders and consumers in Europe were worried about the region's economy, which is hurting HP's business. She warned that the European debt crisis was a big "headwind" the company was facing.
HP reported second-quarter net income of $1.59 billion, or 80 cents a share, compared with $2.3 billion, or $1.05 a share, a year ago. Revenue of $30.69 billion was down 3 percent compared with the same period last year.
Excluding after-tax costs for amortization, restructuring charges and acquisition-related charges, HP said it earned 98 cents a share, compared with analysts' average estimate of 91 cents, according to Thomson Reuters I/B/E/S.
TABLET LAUNCH FOR HOLIDAY
Whitman, who has been at the helm for six months, said the company also plans to launch tablets -- for both consumers and corporations -- later this year.
"We will have a Windows 8 tablet for the holiday," she said.
This would be HP's second attempt in the tablet market. HP killed its previous WebOS-based TouchPad tablet last year after just seven weeks on store shelves, citing poor demand.
Whitman also said HP's acquisition of British software company Autonomy for over $11 billion is facing challenges, and results in the division fell short of HP's expectations.
HP has moved the division under its chief strategy officer Bill Veghte. Autonomy founder Mike Lynch will be leaving the company.
Results from HP's other divisions were also weak.
Sales from the personal systems group, encompassing PCs, were flat with a decline in sales to consumers offsetting revenue from commercial clients.
Revenue from its bread-and-better printing group, which is being merged with the PC group, fell 10 percent after weak consumer and corporate demand.
"We improved the channel inventory to within an acceptable range," Whitman said on a conference call, referring to the printing group. "However, we continue to face a weak demand environment."
Sales of enterprise servers, storage and networking equipment fell 6 percent.
HP shares rose to $22.35 after hours after ending down 3.2 percent at $21.08.

Cities and businesses say foul odor driving $425 million away
Two cities and several businesses are filing a complaint against the Timpanogos Special Service District.
TSSD processes human waste for nine cities. It saves money by mixing the solid waste from this process with natural debris to make compost. It saves Utah County the cost of hauling it off to a dump or other approved location.
American Fork, Pleasant Grove and several businesses say foul smell from the compost is a $425 million problem
The small drifts for several miles into nearby business parks and neighborhoods where homeowners and business clients complain about the stench.
“I don’t like to be outside that much if it smells like that. I like to be inside or be a home,” said Afa Balu who works at North Point Business Park.
He says on hot days the smell is unavoidable when the wind is blowing from the direction of the compost site. He walks inside to get away from the smell, but the air conditioning isn’t able to filter out the smell in his workspace.
About a mile away, people who live at Bella Monet say the sell can be unbearable.
“It can get really bad. You have to close all the windows and the doors,” said Julie Colby.
She’s a mother of five children who like to play outside. She says it’s frustrating to bring everyone inside on a good day because of the smell, which happens about once a month during the summer.
ABC 4 contacted the District Manager for Timpanogos Special Service District, Jon Adams who said he paid $5.5 million two years ago to cover the 14 piles of compost with gor-tex, which is only removed at night to stir the compost.
Business leaders and neighbors say this step reduced the smell, but did not fix the problem.
“It’s been over a decade not. They need to so something about it. I hope they’re not going to raise our taxes to rake care of that problem,” said Balu.
The notice of claim against TSSD was filed May 23, 2012. ABC 4 is waiting for a response from Adams.

Canadian man sentenced for fire-bombing Cedar Hills home
A Canadian man was sentenced on Wednesday to 2 years in jail for fire-bombing a Cedar Hills home in July 2011.
30-year-old Tien Ming Chen of Vancouver, British Columbia, Canada, was sentenced to federal prison in court by U.S. District Judge David Nuffer.
Chen pleaded guilty in March to one count of interstate travel to commit a crime of violence and one count of use of fire to commit a felony.
Chen admitted that on about July 19-20, 2011, he traveled from Vancouver, BC, Canada, to Utah with the intent of igniting a Molotov cocktail and intentionally damaging a Cedar Hills home.
He was later arrested at the Salt Lake International Airport.
The FBI says Tien Ming Chen, a Taiwan native who lives in Canada, was arrested at a car rental company at the airport. He was arrested by Salt Lake City airport police who were working in conjunction with the FBI.
The FBI says Chen threw the fire bombs at the home in the early morning hours on July 20.
According to police, someone threw three Molotov cocktails at the home where the residents were sleeping.
Officials said that three glass bottles filled with gasoline were thrown at the home.
According to police, two of the bottles spilled gas on the porch while another bottle was thrown inside the home, but did not ignite.
The house was damaged but the resident was able to put out the flames.
The FBI say the arson was was not a random act of violence.
A probable cause statement says that Chen had traveled several times from Vancouver to Utah, attempting to collect a debt from a resident of Alpine or Cedar Hills.
Since April of 2011, the FBI say Chen left threatening messages at the doorstep of person or persons he thought owed him money, leading up to the Molotov cocktail attack.
The FBI report also said that Chen may have left threatening messages at the wrong home during one of those trips to Utah.

The college graduation season comes against a backdrop of rising concern over the costs of higher education and the challenges graduates face in a difficult job market, according to the Pew Research Center.
The cost of college raises questions with the public about its value.
According to the Pew Research Center:
• 94% of parents expect their child to go to college
• 57% of Americans say colleges fail to provide students with good value for money spent
• 75% of the public says college is too expensive for most Americans to afford
Concerns about the costs of college are evident with University of Utah doctorate student Lillian Bertram.
“My student debt is terrible,” Bertram said. “I got a lot of debt from my undergraduate education, but it was worth it because I think I got a great education.”
On average, people with a four-year degree earn about $20,000 more a year than someone with a high school diploma.
However, young adults said it is harder to find a job in today’s economy than in generations past.
Matthew Colling was lucky enough to find a job after graduating with a Masters degree from Brigham Young University. Colling is the executive director for Help International, a non-profit organization that helps people in poverty around the world.
“If you can find something that you’re good at and you’re passionate about, I think that is the key,” he said.

• 57% of Americans say colleges fail to provide students with good value for money spent
• 75% of the public says college is too expensive for most Americans to afford
Concerns about the costs of college are evident with University of Utah doctorate student Lillian Bertram.
“My student debt is terrible,” Bertram said. “I got a lot of debt from my undergraduate education, but it was worth it because I think I got a great education.”
On average, people with a four-year degree earn about $20,000 more a year than someone with a high school diploma.
However, young adults said it is harder to find a job in today’s economy than in generations past.
Matthew Colling was lucky enough to find a job after graduating with a Masters degree from Brigham Young University. Colling is the executive director for Help International, a non-profit organization that helps people in poverty around the world.
“If you can find something that you’re good at and you’re passionate about, I think that is the key,” he said.

Obama, Bush testimony sought in 9/11 case
SAN JUAN, Puerto Rico (AP) — Former President George W. Bush and President Barack Obama are among those being asked to testify by the defense in the Sept. 11 case at Guantanamo in an effort to have charges dismissed.
Lawyers for three of five defendants filed a motion for dismissal because of what is known in the military commission system as "unlawful influence." The lawyers say in their pretrial motion that Bush, Obama and other officials have made public statements that make it impossible to give the defendants a fair trial. The motion was filed May 11 but it was only released Wednesday on a Pentagon website.
Military prosecutors have not yet responded.
Others named include Vice President Joe Biden and Attorney General Anthony Holder. The judge will decide whether they have to testify.

BAGHDAD (AP) — Iran and six world powers have exchanged proposals in a tug of war over Tehran's nuclear program.
Today's back-and-forth in Baghdad focused largely on whether the current enrichment level of Iran's uranium production is a red line the U.S. and other powers will not permit for fear it could become warhead-grade material.
According to a Western diplomat involved in the talks, negotiators for the six world powers presented a package combining new and old proposals offering Iran medical isotopes, some nuclear safety cooperation and potentially spare parts for civilian airliners. In exchange, Tehran would stop its 20 percent enrichment levels as a first step,
The diplomat spoke on condition of anonymity to discuss the negotiations more candidly.
Iran has tentatively agreed to allow U.N. inspectors into a military complex suspected of conducting nuclear arms-related tests in an attempt to head off July 1 sanctions on its oil exports to European markets. But diplomats from the six world powers refused to consider the sanctions as a relevant part of the impasse.
An Iranian official predicts talks will continue Thursday.

Hundreds of thousands expected to attend air show
LAYTON (ABC 4 News) - The "Warriors over the Wasatch" air show returns to Hill Air Force Base this weekend and they're gearing up for a big crowd. That's because the last time this event was held in 2009, about 400,000 people showed up.
"I think the thrill is with the amount of people we get," said Larry Henkels, a volunteer at the Hill Aerospace Museum.
And the Base is preparing to host about 200,000 people a day over the weekend.
"Last year's traffic was well organized by security on base," Henkels added.
Folks come from all over the world to see this air show which is held every few years.
"The best call that I had was from Great Britain," said event coordinator Lt. Col. Juris Jansons. "Somebody was planning their trip out here and asked if the event was free. I told him yes."
Lt. Col. Juris Jansons has been working on putting this event together for over a year.
So let's say you want to go this weekend but don't know where to park. Well, you can head up to the base...
"All you need to do is find either the south gate, Roy gate or west gate," Jansons said.
Or, how about this: Utah Transit Authority will run a special bus shuttle from the Clearfield FrontRunner station to Hill Air Force Base for the air show this weekend, Saturday, May 26, and Sunday, May 27. Bus shuttles will run directly from Clearfield Station, 1250 S. State, to HAFB and back approximately every 20 minutes from 8:30 a.m. to 5:30 p.m. with drop off and return pickup on base. Cost to ride the bus shuttle is $3 roundtrip with a wristband. Wristbands may be purchased with cash or check only.
"We have a great opportunity to have one of the best air shows in the country, free of charge," said Salt Lake City resident Tim Alley. "We've got to take advantage of it."
Gates open at 8:00 a.m., but the opening ceremonies both days aren't until 10:30 a.m. so there's no need to be in a super hurry.
"When you see the military spirit, something happens inside of you," said Henkels. "It just feels like you're part of it."

ST. GEORGE, Utah (ABC 4 News) - Washington County officials say a fast-moving wildfire was threatening homes and businesses in St. George on Wednesday.
Officials told ABC 4 News that police, fire and emergency crews were working to evacuate homes in the area.
The fire was reportedly burning near the Dixie (convention) Center.
The acreage and cause of the fire were not immediately known.

Dea Millerberg appears in court; trial date set for December
OGDEN, Utah (ABC 4 News) - A woman charged with desecrating the body of a babysitter appeared in court on Wednesday, and a judge scheduled her trial for December.
Dea Millerberg pleaded not guilty to the desecration charge during a February arraignment.
Millerberg is accused of helping her estranged husband Eric Millerberg dispose of the body of Alexis Rasmussen after she died from an apparent drug overdose at the couple's home in September of 2011.
Dea Millerberg has since filed for divorce from Eric, who stands charged with child abuse homicide, obstruction of justice, unlawful sex with a minor and desecration of a human corpse.
Alexis Rasmussen was 16 years old at the time of her death on September 11. She was a frequent babysitter for the Millerbergs, and used drugs and engaged in sexual activity with the couple, according to court documents.
Rasmussen's body was found in Morgan County more than a month later she disappeared.
Dea is also facing drug charges, and is expected to testify against Eric, should his case get to trial.
During her husband's preliminary hearing in April, Dea Millerberg testified that Eric injected Alexis with methamphetamine on the night that she died.

Sloan to interview for Charlotte job
SALT LAKE CITY (ABC 4 Sports) - Former Utah Jazz coach Jerry Sloan will interview for the Charlotte Bobcats head coaching vacancy later this week, according to ESPN's Chris Broussard.
Sloan, who resigned after 23 seasons with the Jazz in February 2011, is the NBA's 3rd all-time winningest coach with 1,221 career victories. The Bobcats are coming off the worst season in NBA history with a record of 7-59.
The 70-year-old Hall of Fame coach is also reportedly interested in the Orlando Magic job which became open when Stan Van Gundy was fired on Monday.
If Sloan takes the Charlotte job, he will work for Bobcats owner Michael Jordan, who defeated Sloan's Jazz teams in the 1997 and 1998 NBA Finals with the Chicago Bulls.
Sloan told Fox Sports Florida on Tuesday that he needed a break from basketball when he left the game in 2011, resigning after a loss to the Bulls and a confrontation with point guard Deron Williams.
"I worked (26) years (as a coach)," Sloan told the regional sports network. "It was time for me to move on and see what was going in the world. That's been kind of interesting. But I still have that void of basketball."

"Taanya is a beautiful, intelligent and multi-faceted computer science student in Mumbai. As she is about to pass out of college, her parents begin to talk about her marriage. That's when she tells them that she likes a boy called Tej and wants to marry him.
Tej also loves her but is reluctant to accept the proposal because of a problem in his family. While he does not want to cheat her by keeping the truth from her, he is scared of losing her if he tells her about his family's problem. His friends try to convince him that every family has some problem so he need not even mention it to Taanya.
Finally, when Tej and Taanya's families meet, there seems to be no problem and the proposal is mutually agreed upon. A grand wedding takes place and Taanya arrives in her sasuraal. The moment of shock come when all the rituals and ceremonies are over and the guests are all gone. Taanya realizes that Tej's household is full of men, just men. All the chachis, mamis, buas etc who attended the wedding had all gone and she was the only woman in the house.
Taanya does not know how to handle this. Though in college days she was never uncomfortable among boys and she grew up with a brother, this was another feeling altogether. A life always surrounded by only men -- all strangers to begin with -- looks unimaginable. She stays put anyways but within twenty four hours she realizes that these men are like pebbles on a beach -- all different from each other and rubbing each other sour. She realizes that each one is difficult to deal with. If one wants omlette for breakfast, the other wants halwa. And as if this was not enough there is a sasurji who is kind of a hitler and a chacha sasur who is a hitler-hater. An old dada sasur is also there to make matters worse.
Taanya's despairs as she realizes that she needs to play the warden of a boy's hostel where the boys ranged 60 to 12 in age groups. Taanya gives up, accuses Tej of cheating her by not telling the truth and leaves the house.
She returns to her maternal home, only to find that her brother and bhabhi all packed and ready to leave the house and her mother crying. Taanya's bhabhi does not want to take the responsibility of her in-laws and hence she moves out of the house with Taanya's brother. And before a shocked Taanya can utter a word about her own problem, her mother tells her that a woman, like a needle is supposed to stitch a family together and not break it. She asks Taanya to always keep her family together and never do anything to break it. Taanya has no alternative and she returns -- determined to face the challenge. "

"Taanya is a beautiful, intelligent and multi-faceted computer science student in Mumbai. As she is about to pass out of college, her parents begin to talk about her marriage. That's when she tells them that she likes a boy called Tej and wants to marry him.
Tej also loves her but is reluctant to accept the proposal because of a problem in his family. While he does not want to cheat her by keeping the truth from her, he is scared of losing her if he tells her about his family's problem. His friends try to convince him that every family has some problem so he need not even mention it to Taanya.
Finally, when Tej and Taanya's families meet, there seems to be no problem and the proposal is mutually agreed upon. A grand wedding takes place and Taanya arrives in her sasuraal. The moment of shock come when all the rituals and ceremonies are over and the guests are all gone. Taanya realizes that Tej's household is full of men, just men. All the chachis, mamis, buas etc who attended the wedding had all gone and she was the only woman in the house.
Taanya does not know how to handle this. Though in college days she was never uncomfortable among boys and she grew up with a brother, this was another feeling altogether. A life always surrounded by only men -- all strangers to begin with -- looks unimaginable. She stays put anyways but within twenty four hours she realizes that these men are like pebbles on a beach -- all different from each other and rubbing each other sour. She realizes that each one is difficult to deal with. If one wants omlette for breakfast, the other wants halwa. And as if this was not enough there is a sasurji who is kind of a hitler and a chacha sasur who is a hitler-hater. An old dada sasur is also there to make matters worse.
Taanya's despairs as she realizes that she needs to play the warden of a boy's hostel where the boys ranged 60 to 12 in age groups. Taanya gives up, accuses Tej of cheating her by not telling the truth and leaves the house.
She returns to her maternal home, only to find that her brother and bhabhi all packed and ready to leave the house and her mother crying. Taanya's bhabhi does not want to take the responsibility of her in-laws and hence she moves out of the house with Taanya's brother. And before a shocked Taanya can utter a word about her own problem, her mother tells her that a woman, like a needle is supposed to stitch a family together and not break it. She asks Taanya to always keep her family together and never do anything to break it. Taanya has no alternative and she returns -- determined to face the challenge. "
